Start with a usable vehicle register

A fleet plan needs a reliable view of the vehicles already in use. Record the vehicle identifier, operational role, regular driver or team, location, current mileage and the person responsible for keeping each record current. Keep service dates and agreement information accessible to the people who need them.

Distinguish a vehicle's intended role from its actual use. A vehicle allocated to one team may regularly cover work elsewhere; a nominal spare may already be essential to daily operations. Those details matter when considering a replacement or a reduction in fleet size.

Track availability, not just ownership

Record planned servicing and unplanned downtime separately. Note what work is affected and whether a substitute is required. The aim is a practical view of operational continuity, rather than a list that only confirms that a vehicle exists.

• What task does each vehicle perform?
• When is it essential and when is it underused?
• Who arranges servicing and records outstanding work?
• What is the contingency when it is unavailable?

Build a consistent cost picture

Keep acquisition or agreement payments, maintenance, insurance, fuel or charging, and other recorded operating costs in distinct categories. Use the same reporting period when comparing vehicles. Document assumptions, especially when forecasting mileage or deciding which costs belong to a particular operational role.

Make replacement decisions explainable

Set review points rather than relying only on a vehicle's age. Consider condition, reliability, suitability and changing requirements together. Keep the reason for a replacement decision with the sourcing brief so that the next vehicle solves the right problem.
